Holland Conservation Commission

Minutes of Commission meeting held on August 23, 2011.

Present: Nathan Gumlaw, Chairperson, Marcia Beal, Patricia Caron, Mary Lovett and Marianne Martone.  Absent: James Wettlaufer.

Chairperson called the meeting to order.  The minutes of July 26 and August 9, 2011 were read and accepted and will be distributed.

Mail:
We received a forest cutting plan from Randy Vilandre, Forester, for the landowner Paul Gillis of 58 North Wales Rd.
We received from Gary Barker of 11 Pine Tree Dr., DEP File #184-0245 a receipt from the Registry of Deeds certifying that his Certificate of Compliance has been filed, thereby lifting the lien on his property.
We received from John Cullen of 4 Collette Dr., Map R14-A-08 a Procedure Sheet requesting our permission to have Northern Tree cut down and remove (10) ten dead or declining red pine trees.  Photos were submitted but no trees were marked.  Northern Tree was notified that the trees have to be marked and a site visit has to be done prior to any cutting.  On a separate note, the Cullens questioned the procedure for “an additional dead tree on the Right of Way next to our house”.  Northern Tree was informed that they need to get a written permission from individuals who have deeded rights to the right of way before cutting the tree.
We received a Notice of Intent from William Magnotta to rebuild an existing retaining wall along the waterfront at 39 Vinton Rd.

7:25 p.m.  Carol, Secretary of Green Hill Engineering gave us a Notice of Intent for Wayne and Kim Harrington to repair a septic system at 79 Maybrook Rd. and a Request for Certificate of Compliance for Alan Burrill of 26 Stony Hill Rd. whose DEP file #184-0239’s project was to repair a septic system.  A site visit to 26 Stony Hill Rd. is scheduled for 8-29-11 at 6 p.m.

7:30 p.m.  George Carling of 169 Brimfield Rd. showed us Green Hill Engineering’s plot plan to build a house, septic system and well at 10 Vinton Rd.  He did not have a Procedure Sheet and was told to see Jack Keogh, Building Inspector and return but he didn’t.

7:55 p.m.  Keith Leaning of DEA Leadmine Stonework represented David/Despina Costa of 33 Pine Tree Dr. and Joe and Terri Tibbetts of 31 Pine Tree Dr. who want to remove failing timber retaining wall built over the adjoining property line and “rebuild out of modular retaining wall blocks”.  Motion was made by Marianne Martone to accept the project, seconded by Mary Lovett and approved by all.  Procedure Sheet was signed by Nathan Gumlaw with the suggestion that “hay bales be placed around digging”.

James LaBillois, builder submitted plot plans of his project at 25 Vinton Rd.  His Public Hearing is scheduled for
September 13, 2011 at 8:30 p.m.

Other Public Hearings scheduled for September 13, 2011 are William Magnotta at 7:30 p.m., and Wayne and Kim Harrington at 8:00 p.m.

The meeting was adjourned at 8:55 p.m.
